LEADER distinguishes itself from other economic incentive programmes by the importance that is given to development from the bottom upwards. This means that the programme's interpretation largely has to come from the region itself, from the population, institutions and companies; this is known as a bottom-up approach. Furthermore, the projects in which LEADER invests should be innovative and be able to serve as an example to other projects.
